Is my Sony TV - KDL-40WE663 able to receive Rakuten TV

If so can you advise how this is set up on TV

According to this article, it is supported since your TV is a 2017 model.

Though I'm not sure what you mean by setup? It says that it's pre-installed so you basically just login.
