My z3 dual has no Google play and Web browser. How can I retrieve them?

First thing to check

settings > apps > all > scroll to the bottom > see if they are there > enable 

do you have the chinese variant ?

Yup checked on app settings already but their not there as well

two possible reasons

1. you rooted the phone and uninstall them 

or 

2. you have the chinese variant
